error message when trying to checkout

Hi All
Just opened an e-store using ZC v 1.3.9h that someone else built and configured for me. While going through and testing the cart system, I keep getting an error when I click on CHECKOUT that reads

Whoops! Sorry, but you are not allowed to perform the action requested.
You are still logged in to your account and may continue shopping. Please choose a destination from a menu.

I've cleared my cache and even tried logging in from another computer, but I keep getting the same error message with my test account.
Has anyone seen this error before and can anyone suggest a fix?

I've worn a divot in my desk over the day from beating my head against it

Feel free to play around, but be warned the Credit Card system is live so if you manage to get to that point and input your CC info, it WILL charge you and you will have product delivered in a week or so
