Yes I did mean it. If you want a custom template based on Classic, you need to copy all /classic/ files to your custom template folders. Any files you leave out will not be made up with /classic/ versions, but with /template_default/ versions, which will not give the Classic starting point.

You should not copy any other files to custom template folders unless you are editing them.

I have copied all files from /classic/

which includes css and images folders and their contents.

Am I on the right lines there?

Yep, now edit them to your liking.
There are some /classic/ folders in /includes/languages/ and /includes/modules/ as well, and you may want to copy those - you will be needing to make custom copies of most if not all of them anyway.
