Second level admin (with limited options)

Hello, we 'd like to have a "second level admin", so it will be 2 different admins

1. Global Admin - standart admin options..

2. Second Level Admin - who can only view orders and change order status. He can not add or delete products, customer or anything else..

If anybody knows a plagin or module for that - please let me know.. Any advise will be helpful.

I use a version of that on the Holzheimer site in my sig. Don't forget to give at least one user full access to everything.
