Check under the configuration for your payment modules to see if the zone is/isn't selected. I'm using an Illinois address to test your site, and I'm getting the error message (though it is charging me sales tax), so you don't have something set up right.

Under Payment Modules My Payment Zone was set as NONE. I changed to Illinois and now I do not see Sorry, we are not accepting payments

But it will still charge Sales Tax for outside of the state sales. Where do i fix this.

I think I got it. I had to change my Zone Definition Detail to Illinois and that did the trick.

Under My Store>Basis of Product Tax IS set to SHIPPING which will determine if the item is shipped in or out the state.

The problem is still here and it's driving me crazy.

IF i set my Zone Definition Detail to Illinois then it will report: Sorry, we are not accepting payments from your region !!!

If i change Zone Definition Detail to All Zones it will work but it will charge TAX for Outside State purchases. And this is what I need to fix.

Go to your Zone Definitions and hit the Details button ...

What do you have set for the settings ...
Country:
Zone:

Okay then change that back to just Illinois on the Zone ...

On the Payment module you do not need a Zone ... the Zone setting is to limit who can "use" a Payment Module ...
