Shipping Zones based on Country Zones

This one is giving me a bit of trouble in my search. Here is what I'm trying to accomplish with Zone rate shipping.

Zone 1: States in the Great Lakes Region (Ohio, Indiana, Michigan, Wisconsin and Illinois) have a flat rate of $16

Zone 2: All other states (Excluding Hawaii and Alaska) $50

Zone 3: Alaska and Hawaii (Email us)

Each time I try to search this I keep getting the zones based on country ISO which is not helpful.

I could create a record for each state under the location/countries list but then there is some odd duplication in the address book for the user.

Any way to set this up?

Ok. I think I discovered a bit more. I can use Flat Rate at least for my first option and add the zones below.

The only problem with this is that it allows other states to also see that price... I would like it to be automatic depending on which state
