This one is giving me a bit of trouble in my search. Here is what I'm trying to accomplish with Zone rate shipping.

Zone 1: States in the Great Lakes Region (Ohio, Indiana, Michigan, Wisconsin and Illinois) have a flat rate of $16

Zone 2: All other states (Excluding Hawaii and Alaska) $50

Zone 3: Alaska and Hawaii (Email us)

Each time I try to search this I keep getting the zones based on country ISO which is not helpful.

I could create a record for each state under the location/countries list but then there is some odd duplication in the address book for the user.

Any way to set this up?
