HTML Editor for new Tagline or Banner?

I'm setting up a ZC for a client and he wants to be able to have an editable box just below the header, perhaps in place of the tagline. Is there a way to embed a new define page in there?

I thought about having him use a banner ad but it doesn't have an HTML editor and copy/paste html code would baffle him. And going in and editing a language file without an HTML editor would be terrifying (for him and therefore me).

He wants to be able to change font size/color, etc so that is why I'm pondering how to use one of the extra define page files but I'm not sure what code I would use to embed it in his header file.

Suggestions, other ideas, or how-tos?

The Editable Homepage Centerboxes mod may give you some insight as to how to bring a define page in, or possibly the Editable Sidebox mod.
