If this has been asked and answered previously, I apologize. I searched before posting, but couldn't find anything.

We offer Free Shipping on orders over $75.
We have the 'Free Shipping Options' module turned on and set to >$75 based on Order Total.

Under Modules > Order Total:

Order Shipping Cost

This works great 99% of the time, except when someone within our own state places an order. Then it adds the item cost & sales tax first and if they total $75+, it gives them free shipping.

We just saw this happen today on an order:
Sub-Total: $69.95
Shipping: $0.00
NY TAX 8.375%: $5.86
Total: $75.81
Through trial and error I found this doesn't happen if I change the setting in Modules>Order Total> Shipping under "Allow Free Shipping" to false.


BUT then it only offers the Free Shipping on orders over $75 as an option and the buyers have to manually select it. (Which makes us look kind of stupid/unprofessional in my opinion.)

It wouldn't be so bad if the Free Shipping was shown, but automatically selected, but it isn't. Our standard shipping charge of $7.95 is auto selected.

Now my question....

Is there a way to either get the cart to auto select the lowest shipping cost (aka Free Shipping) or something I can change where it doesn't calculate the free shipping based on the item + sales tax total?
