Default Do I Need to Be Live for this Test?

My site is not yet live, so I don't know if it is causing this problem, but since it concerns region, I would guess that is not the issue.

In Payment Modules the only thing I have enabled is PayPal Express Checkout. I can go through the process, enter my CC information, and even click on Pay, and then I get this message:

We are sorry for the inconvenience; however, at the present time we are unable to use PayPal to process orders from the geographic region you selected as your PayPal address. Please continue using normal checkout and select from the available payment methods to complete your order.

The Payment Zone is set to United States
I have PayPal Mode set to Paypal
    I have Live enabled
I have the three API's set up
The test sale is from the United States

    What am I doing wrong?

    So... What does that mean?
You can be "Down For Maintenance" and "not live yet"

Is this (local) on your PC or Laptop?

my domain is parked at GoDaddy. I never pointed the nameservers. The store has never been opened to the public, the current url is http:// designer perfume snob dot authsafe.com

I am not Down for Maintenance.

If there is any other information I can provide, but please let me know.

    This doesn't mean 'not live'.

Most people don't need to. This is done automatically when a site is 'parked'.

Under Zone Definitions - Taxes, Payment and Shipping. it lists Nevada - Nevada tax zone and the status is green.

It also lists United States - U.S. only shipping and the Status is yellow.

Under Tax Rates, it lists Tax Class - Taxable Goods , Zone - Nevada, Tax Rate 8.1% . This looks correct.

Under Countries, it lists Guam, Puerto Rico, U.S. U.S. Minor Outlying Islands and Virgin Islands.

Do I need to have PayPal Website Payments Pro (USA) in order to accept credit/debit cards? I have a business account with PayPal and the only thing I have selected under Payment Modules is PayPal Express Checkout. Does this mean I cannot accept credit cards and I can only accept payments made from a PayPal Account?

No. Customers can use any method of payment with Paypal Express.

My guess is that your problem is caused by your Zones setup. If the dot by Nevada is yellow, that probably means you haven't associated a tax rate with that zone.

Nevada is green. United States is the second listing on the Zone Definitions page and that is yellow. I have included Nevada as one of the states inside the United States.

Your reasoning sounds correct, but how do I set up a tax rate for the U.S.? This is a sales tax, correct? I am only charging tax for Nevada. So the details for the U.S. are: Number of Tax Rates:0
