How to charge by state? MinMax For total item count?

I have a customer that wants to say "Free Shipping" on his site, but the way he actually wants to do this is to charge a different price of the item(s) if they are being shipped to Alaska/Hawaii vs. Continental US. So initially the pricing is displayed in an ezpage that says $xx/$yy if we ship to AK/HA vs other 48. All the products are priced the same, they just have different flavors . So I'd like to also remove pricing displays until the customer logs in, so there's no confusion.

Another twist is their Internet "Deal" is you have to buy a minimum of 12 items, which gets you 1 free item for a total of 13. So across all the product types, the customer total item count has to be a multiple of 13. I saw where you can provide min/max quantity, but that seems applied only to one specific item. Is there a way to apply that towards the total item count? If not, I have no problem writing an add-on to accomplish that, but I want to make sure I'm not re-inventing something already done.

I have not seen anybody with variable pricing depending upon locale
Nor any add on modules to do so

Thanks, that's more for shipping. I'm going to try and convince the customer to price the contentialt us with free shipping and orders to ak/hi will have shipping added that makes up the difference in price rather then try and fool around with something that is probably very limited in value and would be confusing to the customer price-wise until checkout/login.

You may have to have someone write a mod to do that, I have not seen it and it wouldn't show the right prices for that state until they logged in of course cause you cannot go off of IP address anymore.
