Rates for USPS so incredibly wrong

I thought I had the shipping module working reasonably well, but I have found that I am getting wildly inaccurate rates for USPS. Ijust had a customer wishing to buy two 8oz packages of a product. In the product admin section, each is set as .75 lbs to account for packaging etc. The item in question is here.

When the customer adds 2 of these packages to his cart and estimates shipping (to zip 90001), his cost shows as $18.35 for priority mail, and $12.34 for parcel post. Does anybody have any insight at all. The UPS rates have conversely been very close.

What do you have set in admin > config > shipping > for the tare?

The Tare had been set to 0:3. I made it 0, and that helped. My 1lb package is now :

United States Postal Service (Parcel Post) $8.09

That's still too high, is there any way to fine tune things?
