Need specific shipping help

Hey everyone, I need specific shipping to be done, and im not sure how. I moved from Opencart to Zencart because of all the trouble, and so far am VERY happy.

Ok, So I live in South Africa, and what I want to do is:

Major Centers under R3000 pay R50 for shipping,
Major Centers over R3000 get free shipping,
Regional Areas are R120 for all orders.

How can I implement this?

P.S. Im not very skilled with PHP this and PHP that, so really basic laymans terms would help

Major Centers are basically main towns in the country.

So my customers are all from South Africa,
An example province would be Gauteng
With a Major Center being Johannesburg
Then in Gauteng there would also be regional areas as well

Set up your zones
Probably one for major centers and another for regional

Then clone the best shipping module for your situation twice and name it appropriately

Shipping to Major areas
Shipping to Regional areas

Select the Zone in configuring the shipping module
