Click on 'Home' at the top of this page to download the Zencart zip file, which contains all the default files.

In your Admin the module will show as "Pending" under the "ORDER STATUS" column because you've configured the module to use that status (whether by default or by intentional settings changes). As the column title indicates, that is the Order Status value that will be assigned to new orders that are paid-for using that module.
It DOES NOT indicate a 'status' of whether the module itself is enabled or waiting for something. The only settings to set/change are found by clicking the Edit button, and take effect immediately when you click the Save button. There's no "pending" or "waiting" for something to happen to activate the module.

The button won't show if the basket contents are over PayPal's allowed limit (I think that's 10K USD, or equiv in other currencies), or if the cart's balance is $0.00, or if the module is set to "Enabled? = False".

There could be other reasons such as bad FTP uploads or PHP system errors that might be causing it to be unable to display. https://www.zen-cart.com/tutorials/index.php?article=82
