All FREE download only store - Having problems

After extensively searching the forum an unable to find exactly what i need I am hoping that someone will be able to offer some insight on my issues:

Let me preface this that I am totally new to zencart. I am using version 1.3.9h

What I am trying to do: create a store front that is completely free downloads. It is a professional sight that our salon owners and distributors can access to download our product images and logos, but we want to run it through a cart of some sort to track who is accessing and downloading our images etc. That is why we do not have direct access to the file.

Problem I am having: I have the store basically setup and I have added one download for testing, but i never can get to the downloadable link. I can add the item to the cart, complete check-out (which it is using the Free ZenCart Card for) and it will even send out the emails regarding the purchase, however it will go no further than a NOTE: Downloads are not available until payment has been confirmed

Is there anyway to do an all free store where once they complete the checkout process they can download all the files they have added to the cart without having to do some sort of authorized payment?

Look in your admin's Configuration->Attribute Settings. You'll see "Downloads Controller Order Status Value >= lower value" and "Downloads Controller Order Status Value <= upper value"; note these values.

Now go to your admin's Configuration->Modules->Payment and see what the "Order Status" column associated with the "Zen Free Charger" is; that value should be in the range associated with the download controller's order status values.
