USPS International Rates not showing

Guys,
I have a Zen Cart 1.3.9h with no upgrades or addons. I have installed and configured UPS, USPS and store Pickup. UPS and Store Pickup are working fine for domestic and international, but USPS only works on domestic as it shows rates no problem. When and international destination is selected I only get the UPS and Store Pickup displayed.

I turn on the debug email option and I get the info back from USPS with the only difference between domestic and international rates being the extra text that international comes with but at the end the rates come for all shipping methods I requested.

On the admin for USPS I have:
Enable USPS Shipping
True

Enter the USPS Web Tools User ID
XXXXXXXXXX (I have it confirmed by USPS in the production server open all global inquiries)

Which server to use

Handling Fee
10

Handling Per Order or Per Box
Order

Tax Class
--none--

Tax Basis
Shipping

Shipping Zone
--none--

Sort Order

All Packages are Machinable
True

USPS Options
Display transit time

Domestic Shipping Methods

Have you updated the USPS module to the jan 2011 version?

No, I thought since 1.3.9h was newer it would not apply, but I will check right away that thread and apply it.
