new and feature page template issue

I noticed that the new products and featured items pages do not use the same format as the rest of the site. Where most pages like category and specials use either tpl_tabular_display.php or if you have the mod tpl_columnar_display.php. I noticed that new and featured have a hard coded table similar to tpl_tabular_display.php. Is this a case where my template is incorrect or is this by design?
