Special Character Problem in Store Products (not in admin)?

Hi Guys, This one's got me stumped.

Using 1.3.9h and all was working well, then noticed that some of the apostrophes etc, had changed to question marks or square boxes (depending on browser) but only on product information.

ezpages and other pages don't have this problem. It is only with displaying product information and it was working before, but unsure when it stopped working.

In the admin section these special characters show up fine as well.

Any idea what could be causing this problem? Here is the site if it helps.

I get this sometimes. Can i ask, do you use easy populate to upload products?

I have always presumed it's an issue with the excel upload file being saved as a .txt document for easy populate
