Will html bookmarks work in the page editor in Zen Cart? I've got an EZ Page that's a long list of manufacturers and links to their websites, and my client wants alphabetical TOC links at the top of the page that link to sections in the page below by letter of the alphabet. Seems simple enough, I've got my <a href="#name"></a> going to <a name="name"></a>. However, all the links go to the home page and not to the page bookmarks.

The html code works fine in a page by itself (static page). Any suggestions?

Those are called "anchors". Sometimes called "deep links". Occasionally called "bookmarks".
And to use them with dynamically-generated pages, such as what Zen Cart uses, you will need to use the full name of the page in your href, ie: index.php?main_page=page&id=9#anchorNameHere.
