    I too have Network solutions for host. So it is not just me that is having this problem on paypal.
    DO you have problems with your UPS module too if you use one? Mine intermittently provides rate and most of the time do not. Which makes checkout impossible even using paypal standard. Transactions go through given if UPS is able to provide shipping rates.

    Could it be this is the culprit between Paypal and ATT? Which in turn affects our Zencarts using Paypal Express Check Out?

    I was all confused and though I did something wrong and caused the error, because I was in the procress of pointing my URLs to my New zc1.5.1 Multisite zencart that was fully tested and functional (using my backup .net urls) even down to order and payment with paypal. After I transferred all my customers and related data, the site is fully functional except payment was not going through. Hence the time out problem.

    I immediately switched to Paypal Standard, and it seems to be working intermittently.

    Intermittently because somehow United Parcel Service was also intermittently able to display shipping rates. hence my second error message provided in my previous post..

    SO do we just sit and wait it out and see what happens or can we do something about this? I know all of us are losing sales because of this.

    No. The SSL certificate has nothing to do with the symptoms you've described thus far.

    Plus, there's nothing in Zen Cart's implementation which requires any importing of new 3rd-party SSL certificates. Now, if your hosting company has outdated certificate stores then that may have cascading effects on other aspects of payment handling and they would need to fix their server SSL stores. But that's not causing a 28-connect-timed-out error. (An SSL issue would trigger a different error number and message).

    Instead of downloading the files, copy them over to the location identified in that post to run curltester.php and ipncheck.php.

    So, interesting thing, ran a traceroute from local computer, results end at gi1-1-ash1-br01.net.ebay.com [66.211.161.237]; however, paypal processing works from local computer. This is a similar result identified by AT&T. Is problem then still probably/likely in AT&T, even though my traceroute didn't go through AT&T and that they can't see that they are having a problem because something isn't making it to/through their service?

    Before discussing this further, what was the exact traceroute command that you are using for testing?

    Unless you enable TCP and specify port 443 it is unlikely your results are telling you much at all.

    I followed the instructions in that post. The issue is when I run curltester.php and ipncheck.php I get 403: Forbidden page. I downloaded the ipncheck zip file from that thread and replaced the ipncheck file in my extras folder and tried again with the same result. I'm using 1.3.9h. I'd like to get this resolved so customers can start using paypal again. I've contacted AT&T but they want my hosts IP address. I'm waiting to get a script from the curltester or ipncheck so I can provide them with it. Any other suggestions?

    put those 2 files in your root instead of having them in your extras folder. then run it. it did just that and it gives me some results that I don't understand which I reported above.

    is your UPS mod working? mine was working intermittently, and not working at all now.
