Shipping restrictions - City or Zip

The web site I'm building out has some unique shipping restrictions.

I need to be able restrict shipping so as I do not ship to several cities (New York and Chicago as an example)

Also don't ship to PO Boxes.

I'd appreciate any ideas on how to accomplish this.

The easiest - and ultimately I believe, the cheapest - way is to purchase the Advanced Shipper from Ceon.net which will allow you to ship by postcode/zip AND to exclude postcodes/zips.
