Can't configure shipping option

I am zen cart newbie currently running 1.38a in a test environment but will update to current version shortly. I searched for an answer to this question in the forums and FAQ but came up empty handed. What I would like to do in my cart is set up shipping to be a flat rate 5.00 or free for orders over 19.99. that was easy enough using table rate. But I would also like to offer a flat rate expedited shipping (in my case priority mail) for 3.99 . Does anyone know if this is possible? Thanks in advance.
