Free Shipping Trigger Not Working Properly

I have set up Free Shipping Options to trigger at $75.00. I have also set Free Shipping For Orders Over = $75.00. My problem is that no matter what dollar amount is in the shopping cart, the free shipping option is available. And of course everyone will pick that option. I'm not sure what I am not doing correctly to only trigger the free shipping at $75.00. I've been fussing with this off & on for days and I've promised this in 2 days. Any help is greatly appreciated.
