Never ship free and Free after $250

I have Googled the net, and searched the forums for the answer I need, but no luck.

My client has 3 types of products:

1. Most ship free with order total over $250
2. a monthly special is "always free"
3. 5 product that NEVER ship free, but value counts towards $250 for other product

I can set up the first two, but can not get the Never Ship Free product working.

Any help would be appreciated!

Nothing is built in that does this; you're going to have to write custom software.

That Software Guy is correct, you have to write some codes to make this.

Maybe 60 lines.
