Checkout Page Shipping Part Question

Current page is pretty much default. Has Flat Rate, Per Item, and Walk In as radio buttons.

We do not offer any types of shipping other than price based shipping (Spend 10, shipping is x, spend 30, shipping is x, etc). And since we order from our manufacturers, there is no need for overnight, 2day air, or any of those.

How can I accomplish our current way of getting the price of the shipping? I am lost in my search, and need some guidance!

Go to admin>>modules>>shipping and disable all of shipping options except table rate.

There you can use table method to be price.

this will make shipping table used with total of cart.

Ok, using your guidance I got this to work as I intended. One more thing. How can I change the text that directly underneath the "Shipping Method" header. It says Shipping Method:
This is currently the only shipping method available to use on this order.". I'd like to explain how the shipping rates are configured here, but I cannot locate this file for editing. Checking the tpl_shipping_checkout_default and english files - no luck.

find this, or you can use developer tool kit to locate it
