The international rates in your screen look similar to ours so I think we are good there.

No, it does not work. I am doing a mock order and it goes all the way to the shipping page (see attached) and it will not let me continue on the check out
Were our shipping/packing set up right? Those rates that you showed, where did you find them? Were they suppose to be in my zen cart somewhere? The prices are right with the USPS but how do I get them to go into my zen cart? Having just the USPS module "on" is not working on my website. I have went online to USPS on their webtools and have received my ID and entered it in. I got a conformation email. Am I only to have the USPS module on? Do I need to turn on anything else?
Sorry for all the questions...this is my right now...lol

Look at post #26 and edit the decimals as described from 3 to 2 and see if that makes a difference ...

Funny how such a small detail, like paying attention to the entire post 26 (totally didn't see Step 4) can make such a big difference.
We will run through some additional tests and, hopefully, this will be resolved.

Tried doing it domestically but now getting:
"-2147219434 - First Class mail must weigh 13 ounces or less."
When trying to use a domestic user. Tried changing the wt. to .8 in Categories/products with no luck.

What are your settings now on the Configuration ... Shipping/Packaging ... for the Tare Rate? If that takes the weight for the order over 13oz then you cannot get a quite for that ...

That means you are adding 10% of the weight plus 1 lb ... that makes more than 13oz ...
If you set the Tare Rate 0:0 ... does the shipping show?
