Items in cart not admin

I have searched the data base and cannot find the solution to this problem. I had 1.3.8 installed and working great for a while now. All of the sudden when we would go to the site http://republicvsdemocracy.org/store (which is still active) you would see the install screen. I check both config.php files to make sure my paths were right and did not see any problems with them. This site was set up for over a few years and no changes made except items. So I decided to do a fresh install of 1.3.9h at http://republicvsdemocracy.org/newstore and try to get the database imported into it from the old store since it was still on the server and seemed okay. That seemed to work well but when you go to admin no catagories or products appear. I then went and tried a "update" in the database and only one catagory showed up but still no other catagories. Originally I had 7 of them.
I did not add any addons and did not really have many customizations. And of course my host denies anything wrong with their server and will not do anything with zencart. So I am at a loss on what else to do.

THis is the error I get also when trying to add a catagory:
1062 Duplicate entry '4-1' for key 1

If you were entering information, press the BACK button in your browser and re-check the information you had entered to be sure you left no blank fields.
