I got an error message that said #1062 - Duplicate entry '23-1' for key 'PRIMARY'

Yes as you found out when making the single table backup for editing one should use the same settings in phpmyadmin as those for a full DB backup....insuring that "CHECKED: Add DROP TABLE" is added
