I mentioned in the first post that Confirm Privacy Notice during account creation procedure = true in Configuration>Regulations.

When you edit your Privacy Policy are you seeing what you want to be there?
Also, make sure this file is there:
includes\languages\english\html_includes\define_privacy.php
Although you may not use it, Zen Cart needs the default one to be there so it has something to override.
