Shipping by price and weight

I am searching a method so i can send within the country based on price and outside the country based on weight.

I had create two zones, one with total price of the card on that basis get the shipping price.

I also create a second area for other countries, but when I put send on weight then I don't see.

It stays on 0.

a simple problem.

You can use one shipping module only. It detects customer country id, then go to price or weight logic.

I have done this for some clients. Just 30 minutes needed.

Using FED EX as only carrier.
Need to add $50.00 handling fee to orders that contain certain products and are shipping internationally.

Any thoughts on what to do for this request?
