E-Mailing Orders Instead of "Checking Out"

I am new to the forums so I am sorry if this question has already been answered, but I searched for a solution and could not find it.

In any event, I have a client that does primarily B2B business. They want distributors and such to be able to search products and assemble an order online, but don't currently take payments online. As a result, they want a shopping cart solution where the users can register, configure an order, and then, once they "check out", have the payment processing step skipped and simply have the order information as well as the users contact info e-mailed to their sales team.

Does anyone know of any quick solutions for this? Please let me know.

There are addons that will allow customers to "pay by invoice"
