building site at temporary IP address

I am attempting rebuilding an ecommerce site while the current site remains live.

I've installed ZenCart using SimpleScripts on Hostmonster hosting service. When using the temporary URL address, I am only able to get the text on the home page, no images and no access to any other pages or the admin area. Is there a way that I can build this site without having to point the domain name to the new site while it's under construction?

The old site was developed by someone else and is completely out of date and sits with a different hosting service so I do not need responses about how to "move" the site.
