PayPal not picking up shipping amount

The invoice that zc generates shows the shipping amount correctly.

However when customer is sent to PayPal the shipping amount is lost and they are only billed for the merchandise total.

The below screen shot in the "Order Information" section shows the total for this item = .05 + shipping of 8.00, for a total of 8.05.

Below that in the "Status History & Comments" section it shows what PayPal express actually billed, in this case .05

Here are a few screen shots that show more of what is going on.

This is the screen shot of the email confirmation the admin gets, it shows the proper amount of shipping.

This screen shows the Notification of Payment from PayPal which has not captured the correct shipping amount.

The screen shot below show the orders in ZC and show the proper shipping amount.

These are our PP Express setting in ZC

I have looked in the log files and have not seen anything that indicates an error. There are 12 files in the log file when this transaction occurred:

(5) Paypal_CURL_EC-......
(3) paypalwpp_Paypal_Action_.....
(3) paypalwpp_Paypal_Action_EC-.....
(1) ipn_1303783003_0hna

Anywhere shipping is referenced in these files the value is 0 or 0.00

If paypal is throwing an error which file would it be in?

Okay, that's more helpful.

I can't seem to make it work that way out-of-the-box using a fresh new clean uncustomized install of v1.3.9h set up for US locations, using Flat Rate shipping and tax-excluded pricing.

Something appears to be amuck with your custom zones2 shipping method. This is further evidenced by the fact that the actual shipping portion is not actually shown even in your admin order subtotal details, at least in the email. You didn't show what the actual order looks like in your admin side.

I'd start by attempting to rule it out by turning on Flat Rate and testing it to see whether the shipping follows all the way through.

So none of the zones carry over the shipping to paypal.

I tried air shipping aswell.

Next I disable all other shipping methods except flat rate and it still does not carry over the $5 flat rate to PayPal.

We have test server and it has the same issues, was hoping it was working file to contrast the zones files with winmerge.

Below is a screen shot of the actual order in ZC admin.

We had an issue with shipping rates now caculating properly due to the zone_2.php and zones.php conflicting with eachother. This which was fixed several weeks ago but felt it worth mentioning here, see the link below for details on that issue. I'm not entirely certain, but don't think these are related because I believe the paypal isssue was occuring prior to this other issue and we just disabled PayPal until we had time to deal with it . . . I could be wrong.

We don't have terribly elaborate shipping methods, so if they need to be replicated that is no real hassle.

So ... this doesn't look like a PayPal issue.
The symptom seems to be more specifically that no shipping is even mentioned in your admin order detail screen, which matches what your confirmation email shows too.

What are the sort orders for all the modules under Admin->Modules->Order Total?

Does the same problem occur if you enable the Check/MoneyOrder payment module temporarily and do a test checkout with that?

Yes the same problem is occurring when the Check/Money Order payment module is enabled, see screen shots below.









When I changed the sort order of the Admins->Modules->Order Total to sort value of 1 there was not change. Shipping appears to be caculated but it is not listing as line item.

In addition to your ot_total module, the ot_shipping module needs to be enabled. And ot_subtotal also.
You should use the default sort orders.
