Default new template not using my .css

Setting up a new site using 1.3.9h
Set up a new template for the first time and apparently didn't do it right as I was getting a blank page. So deleted all of my custom pages to start over (it wasn't that much). Now the default zen cart page appears as it should using my custom template (which is unmodified), but there is no style associated with it. Any ideas??

Yes, the css folder is in my templates/custom folder with the default .css pages.

It is missing the stylesheet.css that you have customized from before...

stylesheet.css exists on /includes/templates/CUSTOM/css. Shouldn't it be pulling styles from that?

When you first developed the site did you always have the template running...

Also if you load a template into your site you have to turn it on..

Just went with the default ZC install.
-Followed the steps to create a new template.
    -activated the template.
    -Immediately got a blank page

Thought, hmm... Must need to create something, so:
    -Installed blank sidebox,
    -added content to blank sidebox
    -added style to *.css

    Nothing. Still blank. so:
-deleted all the override files I created (sidebox)
-now I get the default page with my template as I believe I should have to begin with, but no .css
-I went over the "create custom template" steps and all looks right

Is PHG_Template the name of your custom template, or the one that came with your site install? It is using the /template_default/ stylesheet, which means that it has no customized stylesheet of its own at this time.

Yes. PHG_Template is the template. I copied the default_template/css folder (and contents) into the phg_template, which means it has no customizations, but should it not look like the default green template? Or is this behaving properly?

    Thanks

Nevermind, I think I just answered my own question.
I thought it was supposed to look like the classic/css/stylesheet. My bad. I just wasted everyone's time.

    Beers on me!

Thank you for your help tho...
