I am using 1.3.9h
when I receive orders from non-english country, some characters of the address is broken. Even in the paypal details, the address is broken too. (I use express checkout)
Is there any way to have a better encoding?

Use phpmyadmin and check what your database collation is

my collation is utf8_unicode_ci

MySQL charset: UTF-8 Unicode (utf8)
MySQL connection collation: utf8_unicode_ci

Try adding an
