Different Shipping for AK and HI

I am currently using Table Rate shipping for all of my orders. We only ship to the US 48 contiguous states. I would like to set up a new option to allow shipping to Alaska and Hawaii, sharging 10% OR just disallow AK and HI customers to order. I have been trying to figure out how to do this and i am TOTALLY stumped. PLEASE HELP. Thanks.

You could clone the Table Rate table shipping module and build a Zone for Alaska and Hawaii and set the rate to be based on Price and the Rate itself to be:
10000:10%

Note: there is also an add on for Zone Table that allows you to build your Zone Definitions and Details and then set your shipping rates ...
