before you edit the admin name/ includes/ configure.php
You have to change the permissions from 444 to 644 or 777 to edit the file and save, then put 444 back..

When I have an issue like this, since everything has worked in previous installations, and the provided instructions seem to work for everyone else, I assume that I have made some sort of mistake, and it always turns out that I'm right.

The most likely reason for seeing that page is #2 - wrong path information in the configure.php file. Make sure you changed to the new admin folder name in all three places in that file, and that the date associated with that file in your FTP pane is the date you uploaded it.

After that, post the contents of that file, after X'ing out the DB login info and your custom admin template name.

Also, things slow down here on the weekends, and it's a holiday in the US, so you may have to wait a little longer for a reply.
