Issues installing Ceon

I am trying to install the Ceon payment processing module, but I'm having difficult understanding exactly where the files need to be moved to.

Per directions, since my admin folder is not 'admin', I moved the admin files into their respective folders. When I add ceon_file_system_functions.php to admin/includes/functions/extra functions, my entire admin panel just disappears. What is going on?
