looking to create a membership site for e-commerce. Store will have approx. 2000 items. Membership is 199.00/ year. Members will get 20% discount on all products. We will sell to non members, but no discount. Need to be able to create member id's. Can Zen-Cart handle this?

Yes, but you are going to need to do some bespoke coding.
The discount can be applied to a group. There are tutorials about that.
The cleverness is in creating a module that sells group membership. This is not built in and would need to be coded.
