There might be a setting that needs to be changed in your admin configuration. What are the settings in admin>configuration>sessions? These are mine:

    Cookie Domain True
    Force Cookie Use False
    Check SSL Session ID False
    Check User Agent False
    Check IP Address False
    Prevent Spider Sessions True
    Recreate Session False
IP to Host Conversion Status true
    Keep Vistors Cart True
    Days Before Cart Expires 365
    Keep Cart Secret Key xxxxx

That should almost ALWAYS be set to True.
Leaving it set to false could put you at risk of session hijacking.

There are RARE server configurations that cause the store to break if it's set to True, and thus the option to set it to False is offered ... but still has the same caveat. MUCH BETTER is to fix the bad server configuration if you care about customer privacy and security.

Does the Fast & Easy Checkout mod give you the option to turn the Checkout Confirmation page on/off? You need the final checkout confirmation screen for keep cart to work correctly.

If you turn the Fast & Easy Checkout mod off does Keep Cart then work correctly?

Oh, wow, I didn't realize that at all!! Thanks for the info!! There are so many aspects that are little-understood. I have made the change. What about Force Cookie Use? Is it best to leave as false? Any other settings in sessions that I should change for best security practices and site performance?

Yes. the defaults are set to cover most server and browser set ups.
Please do not PM for support issues: a private solution doesn't benefit the community.

Be careful with unsolicited advice via email or PM - Make sure the person you are talking to is a reliable source.
