Table Rate Shipping Incorrect

I have my cart set up to do Table rate shipping.
the weight is declared in my attributes.

Now when it calculates the shipping, it only calculates 1 product, not multiple. I'm pretty sure that it isn't suppose to work this way can somebody tell me what is going on here.
