UTF-8 Issues

I've suffered several issues concerning encoding and charset, and still, problems persist:

in UTF-8 i see the products clearly but the menu is gibbrish, in Hebrew-Windows (1255) i see the menu clearly but the products are gibbrish...

what files to i have to convert still?
i converted the /includes/languages dir to UTF-8, what else am i missing(what files contain the menu)?

I have already done this, the issues are appearing after i completed this.

And what Character Encoding does your database use? By default it's normally iso-8859-1 (Latin 1), which does not include support for non-European language characters. So no support for Hebrew, Cyrillic, Arabic etc. For that you need utf8.
