Coupon keeps changing from % to $

I am trying to create a 40% off coupon code for first time buyers and everytime I fill out all the information to create the code and save it. It keeps changing the % to $ . I want to have a 40% discount on a minimum $50 purchase with free shipping. Its like the coupon module has a mind of its own. Am I missing something here?

Discount Coupons work for:

1 Free Shipping

2 Percentage Discounts

3 Amount OFF

But not more than 1 of those at a time ...

Uncheck Free Shipping ... does the Discount Coupon work now?
