Why are the _bak tables present in the mySQL database??
They exist since upgrading from 1.3.8.x to 1.3.9h.
Can these be safely deleted from the database server??

If you're talking about core tables that have a _bak suffix added during the upgrade, then yes you can delete them if your site is running fine.
