now my Change Address button is gone...

I've just upgraded to 139h.
The Change Address button is now missing on my checkout_payment page.it was there on the checkout_shipping page, in the previous step (to change the shipping address) but with no button here people can't change their Billing Address. I may be overlooking something obvious here. Help, please?

Admin->Configuration->Maximum Values->Address Book Entries ... set to a value greater than 1

I mainly did the upgrade to change from Paypal Std IPN to Express Checkout.

ok, it doesn't look like its anything to do with the change to Paypal Express either, because I just changed it back to IPN Std and its still not there....

I remember having an "address override" setting in the Std IPN module....maybe that is why its only causing hassles now?!?
I mean, maybe that Billing Address change button has been missing for a while and it wasn't needed because of that override setting??

Since v1.3.7 when using PayPal the Change-Address button WILL automatically disappear when operating in a mode which should specifically prevent customers from changing their address from within your store (because they've already selected their shipping address while at PayPal).
It's perfectly normal for the button to disappear under appropriate circumstances.

If it's disappearing for *all* modules, then it sounds like something in your template or one of your addons has broken the normal functionality.

Yes, it happens with all the payment modules.
If I choose any Payment Type and move on to Checkout_Confirmation and then click the 'edit' button to change the Billing Address I am sent back to Checkout_Payment where there is no 'change address' button.
Could you give me an idea which are the likely files that I should look at? Cheers.

Just like any other template file, look at: tpl_checkout_payment_default.php
