Is your site set to use the classic template?
If yes - - check the permissions on the folders
/includes/language/english/html_includes/
/includes/language/english/html_includes/classic/
they should be the same as permissions on
/includes/
Also check the file permissions for all files at
/includes/language/english/html_includes/classic/
The permissions in html_includes and classics are all the same:

Did you manually install ZenCart or use an automated script like Fantastico?
If manual, try reloading with your FTP client all the /admin files
Fantastico installed it.
While that is OK for a quick look to see if it might meet your needsFantastico installed it.
I suggest that you NEVER use it for a production install or any upgrade step
On the home page of this site you can download a zip of the files
Expand them on your pc
FTP the admin folder contents electing to over write
You/fantastico have renamed the admin folder to something else so take that into account
Okay, I have done that. Now how do I get the pages to show up in the drop down list like in your screen shot? There still isn't anything there.

As this is an admin item we can see no links etc..
I can state that this is not how a standard install is supposed to be
You might try an fully manual install
