error message: Not shipping to your region

This is my first post so be kind.

I am running ZC v1.3.8 and lately I have been getting emails from my clients saying that when they get to Pay Pal portion of the shipping cart they get a message stating my web site is not shipping to a certain region.
I know one complaint came from CA, so I know for sure that one was from the West Coast. The rest I can't say as I didn't keep them.
I have checked and checked the shipping module for the correct settings but the emails persist. I want to ship all over the world. Can someone help me with this problem? I'm losing business

I got a notice at the top of the pages that says the admins need to be reset, so I rest everything. Could this be the problem?

I am running ZC 1.3.8a and I have had no upgrades since the initial installation. No add ons,

The problem started about three months ago when I got the first email. The client said that when they got to the payment portion of the process they got an error message saying to the effect: "We don't ship to your region". Here is an email I got just today: "I was going to buy some "How To" items from your catalog but a message
popped up saying you weren't shipping to my region. What does this mean? Are you saying I can't buy these items?" I checked the problem with Pay Pal and they tell me it's in the shopping cart or shipping module.

I have check the settings and had a second party check them and neither of us can find any problems.

Can someone help me with this?

hi, on your shipping module, have you checked your shipping zone you have selected, default will ship to all zones, but if you have limited this to a particular zone that your customers' address is not part of then he/she would get this error

I see no default check box or way to go to a default setting on any of the module pages.
