I am having the same issue.. I am in the USA and am accepting Paypal using the Paypal express.
If the transaction is good it goes thru to the final success page however if there is an error and it suppose to display a warning MSG to the customer it does not and goes back to step 2
Any help would be appreciated..

Error messages are displayed using the $messageStack section of your template. If you or your template designer have hacked that section of the code out of your template, then error messages won't appear.
When did this problem suddenly start?.
