Shipping to different zones into 1 single city ??????

Hello, I have been searching for hours but havent found any solution yet.

here is the thing.
we are a small shop in bangkok and will do groceries deliveries only to a few districs of bangkok.

how can i set up the shipping sytem to choose my city's zones instead of countries as zones?

example i want:
zone 1 shipping for 3 districs of bangkok set at 80 baht
zone 2 shipping for 3 other districts at 120 baht
zone 3 shipping for the remaining 4 districts set at 200 baht

the shipping modules are asking for country iso codes what do I do?

also i'm confused with the zones and zones definitions

what should i set in each of them i couldnt find any clear tutorial on this?

thanks for the help, i solved the issue by using the table zone add on, restricting the list of countries to thailand only and entering all 50 districts manually into "zones" ....
