Discount Coupon not deducting correct amount

I setup a Coupon with the value 25.0000 dollars (not %). Minimum order 0.0000. I have allow restrictions on all products.

When I apply the coupon to the order (total order $28) I only get a discount of $5.00.

Any clue what is happening?

What are your settings on the Discount Coupon?

Clean install or an Upgrade?

When you say you have allowed restrictions on all products ... does that mean there are no restrictions and the Discount Coupon is good on anything?

I had Free Shipping checked.
