Adding Tax To Shipping In Ohio

I live in Ohio and I have to charge tax on the shipping charge in addition to the tax on the product I sell. How can I do this? I am afraid that I can't quite see how. I do charge the sales tax just fine, it's the addition of tax on the shipping charges that I can't figure out. Thanks.

This is actually my edit (ran out of time):
I suspect that I have to enable Zone Rate for OH in America. I have to:

Zone Rate-True
Calculation method-weight
Tax Class-Taxes sales and shipping Ohio (I created this)
Tax Basis-shipping (ship to address)
Sort Order- (? I don't know what to put here)
Skip Countries-I need to only impose this on Ohio in America, no where else and I don't know what to say here
Zone 1 countries-I think this should read US,OH
Zone 1 Shipping Table--really unsure of what to put here, should it be a total outline of what would ship by weight and how much it would be? For instance, if I ship a 2 oz package and that would cost $2.30 in shipping charges PLUS 6.5% OF THE price of the good plus 6.5% of the shipping charges? Is that right?
Handling fee: I have a $1 handling fee in the configuration somewhere, shall I put that in here again or no?
Handling fee would be by order, right...as that is the way I charge it now.

No Zone 2 or 3 information is required.

The Zone Rate zones only takes countries ...

Just enter the Country, example for the United States use: US

Set the setting to Taxable Goods for:

Tax Class
Use the following tax class on the shipping fee.

That sounds like it's going to make every shipping fee in the US taxable. Only the shipping in Ohio is taxable. Is there some way I can limit that to Ohio with Zen Cart?

It will only make Ohio Taxable on the shipping as only Ohio has a Tax Rate for Taxable Goods ...

Try your shipping with a New York Address then try it with an Ohio Address and should should see that the Tax is only applied to shipping for Ohio and not for New York ...

Well, I have fiddled with this a lot and I guess I am just too stupid to figure it out. I can make the sales tax appear on Ohio goods but not shipping and goods. So, if someone buys 3 $10 items the charge is $30. But they end up being charged like this:

Goods-$30
Ohio Taxes (6.5%)-$1.95
shipping-$3
Total-$34.95


And I want it to be:
Goods-$30
Shipping-$3
Ohio taxes on goods plus shipping (6.5%)-$2.15
Total-$35.14

I just don't see the mechanism for applying the sales tax to the total of shipping plus goods.

When I try to check out I also have this extra box at the end of the list of shipping options Step 1 of 3 Delivery Information which says "Zone Rates Shipping to US (1 x 0.31 lbs) $8.50" I wonder how that got on there. Maybe it was there all the time but it looks more like a remnant of something that doesn't belong on there. No one would pick it, it's not really an option that I know of.
